Core Aspects of Regulator’s work:

Education and Training

  • Setting standards, accrediting courses and approving qualifications for undergraduates and pharmacists including those for specialisms;
  • Assuring the quality of the year-long pre-registration training (Foundation Training Year) that pharmacist trainees must undertake;
  • Setting and running the final assessment that pharmacist trainees must pass before they can be registered as a pharmacist; and
  • Ensuring that pharmacists complete the annual Continuing Professional Development (CPD) programme which is designed to ensure that they keep their skills and knowledge up to date.

Registering competent professionals

Setting and monitoring compliance with Professional Standards

Setting standards for both Pharmacists and pharmacy premises. Pharmacists and pharmacy premises must meet the relevant Standards to remain on the Register. We provide a suite of Guidance documents to assist pharmacists in this regard.

Acting when our Standards are not met

Actions can include suspending someone from working as a pharmacist for a set period, placing conditions on their practice or removing their right to practise pharmacy by removing them from the professional Register.

Oversight of our work

Our work is subject to oversight by the Professional Standards Authority for Health and Social Care (PSA) based in London. Each year, the PSA assesses our performance against its Standards of Good Regulation. The PSA presents a report on all the regulators of healthcare professionals in the UK to the UK Parliament and lays it before the Northern Ireland Assembly.

About the team

You will work within the organisation’s Standards and Policy unit which leads on the development, implementation and evaluation of regulatory standards for pharmacists in Northern Ireland, including stakeholder engagement. The team also gives general policy advice and assistance across the organisation with a particular focus on the adjudication aspect of fitness to practise. You will work directly to the Policy, Standards and Engagement Lead, with the unit being managed by the Director of Public Affairs.

About the role

You will assist, and on occasions lead, on the development and revision of regulatory Standards and Guidance documents for pharmacists and pharmacies in Northern Ireland. You will provide support in publicly consulting upon and evaluating the impact of those Standards and reviewing them when required. You will assist in the provision of horizon scanning, research and briefing materials across the organisation when required. You will be involved in drafting consultation responses on behalf of the organisation and carrying out social media and website management activities.

You will present your work to the Senior Management Team and Council Committees when required.

You will participate in stakeholder engagement and communications work and assisting with compiling the organisation’s Annual Report.

You will demonstrate ability and leadership in policy development, evaluation and engagement with the Pharmacy Profession, the public, key stakeholders and Government in Northern Ireland.

Your responsibilities will include:

  • Assisting in the development of regulatory Standards and Guidance for pharmacists and pharmacies in Northern Ireland;
  • Assisting the organisation to carry out public consultations on policy and legislative proposals;
  • Assisting with the design and implementation of impact evaluation approaches, methods and reporting;
  • Assisting in carrying out Horizon Scanning for the organisation;
  • Working with Managers to compile and publish the organisation’s Annual Report and Accounts;
  • Assisting with maintaining the organisation’s consultation log;
  • Assisting with the implementation of the organisation’s communications strategy, including stakeholder engagement; and
  • Assisting with the writing of press releases and engaging with media outlets when required.

Required Qualifications, Skills and Experience

Essential

  1. Educated to degree level or equivalent;
  2. A minimum of two years’ experience in participating in policy development work including report writing;
  3. A minimum of two years’ experience in conducting and presenting research;
  4. Experience of compiling, editing and publishing official documents;
  5. Experience of presenting your work at Senior Management level;
  6. Good working knowledge of the Health and Social Care system in Northern Ireland; and
  7. Ability to work on own initiative.

Desirable

  1. Experience of carrying out policy outcome evaluation projects – including focus group work;
  2. A minimum of two years’ experience of participating in stakeholder engagement work, communications activities or carrying out public consultations;
  3. Knowledge or experience of pharmacy;
  4. A knowledge of healthcare regulation;
  5. An understanding of the NI political system;
  6. Experience of reading and analysing legislation; and
  7. Experience of writing press releases and engaging with media outlets.

Role purpose

To manage the post registration development of all pharmacists registered with the Pharmaceutical Society Northern Ireland. Responsible for developing, facilitating, administering, and monitoring the process of Continuing Professional Development (CPD) and to work towards developing and implementing appropriate revalidation procedures leading to delivery of a programme of revalidation.

Accountabilities

  • To maintain, review and develop the Continuing Professional Development Framework.
  • To review and develop the CPD process in line with the revalidation agenda.
  • To develop and maintain the system by which CPD portfolios are monitored, assessed and supported.
  • To oversee and facilitate the remedial processes relating to CPD.
  • Manage a network of assessors and ensure consistency of CPD assessments.
  • To maintain, review and develop the guidance documents and supporting material relating to the CPD process.
  • To maintain review the Extenuating Circumstances Framework relating to CPD.

Knowledge and skills

Essential

  • Understanding of quality management and auditing systems particularly in relation to CPD frameworks.
  • Degree relevant to Healthcare or Education
  • Current broad knowledge of healthcare education and training, healthcare regulation, or further/higher education.
  • Experience of work relating to quality assurance in a healthcare, education, or regulatory context.

The purpose of the role is to provide high quality dedicated paralegal support to the in-house Fitness to Practice and Regulatory Enforcement team and to support the Registrar in fulfilling her statutory obligations.

Duties include:

  • To work under the supervision of the organisation’s legal counsel in the delivery of a high-quality legal service which meets the needs of the PSNI
  • Assist with the investigation and decision making of fitness to practice cases, including gathering and reviewing relevant documents, conducting legal research, and preparing case summaries and reports
  • Maintain accurate and up-to-date records of fitness to practice cases in the PSNIs case management system and in line with GDPR and good records management
  • To provide legal administrative support for the team, as required
  • Liaise with and co-work with other departments to assist in the delivery of projects

Person Criteria

  • Strong academic background including a degree in Law (2.1 as a minimum)

We are seeking to recruit a candidate with strong interpersonal and influencing skills, an expert in their field, who can communicate and build relationships with all stakeholders whilst managing multiple tasks and projects.

Serving on Council of the Pharmaceutical Society NI

The Council of the Pharmaceutical Society NI needs new members this year and would greatly welcome applications from registrant pharmacists for what is a key strategic role in the development of pharmacy.

As you know, the Pharmaceutical Society NI is the statutory regulator of pharmacy in Northern Ireland.  We are established under the Pharmacy (Northern Ireland) Order 1976 which has been updated by the Pharmacy (1976 Order) (Amendment) Order (Northern Ireland) 2012 and the supporting regulations.

We are presently in the process of recruiting new members of Council to fill vacancies created by retiring members.  We are very keen to ensure that registered pharmacists in Northern Ireland would give serious consideration to applying to fill vacancies and hope that the information set out here would help inform and hopefully persuade pharmacists of the merits and benefits of making such an application.

What does the Council do?

The 14 members of Council, 7 pharmacists and 7 lay, collectively set the strategy and oversee the activities of the organisation’s Executive, holding them to account for the performance of the organisation.  We are responsible for ensuring the effective registration and regulation of individual pharmacists and pharmacy premises.

Council plans this year to oversee a number of public consultations on standards for Superintendent and Responsible Pharmacists following a government consultation to amend the regulators’ powers as well as contributing to a government consultation on the creation of a defence for dispensing errors in hospital and similar settings.

Looking further ahead, it is anticipated that Council will contribute to a review of arrangements for supervision in the assembly and preparation, and for the sale and supply of medicines, and to develop proposals for the statutory registration of pharmacy technicians which is a matter for government to take forward.  This will be critical work for the future development and enhancement of pharmacy services.

In the past year, Council has consulted on new outcome-based standards for premises and assisted with the introduction of legislation which creates a defence for dispensing errors in registered community pharmacies – which became law this month.

There has never been a more interesting and important time to be involved in this work helping to support, through innovative and enabling regulation, the next stages of development in the pharmacy profession.  This is intended to lead to improved quality and more effective pharmacy services when the health and social care service faces many challenges and pressures.

What commitment is involved in being a Council member?

Council meets typically 6 times per year for half a day.  Council members may also be asked to serve on a committee of Council.  These committees meet on average 5 times per year, again for half a day.  Council members are remunerated for their time commitment as follows:

Most pharmacists already have the skills to perform this governance role.  You may or may not have served as a board member of an organisation.  You may be a long-established senior pharmacist or one in the early stage of your career.  However, more important is an understanding of business operations and resource management, an awareness of what good corporate governance is, an ability to engage effectively with a range of stakeholders, including the public, and good self-awareness are the key qualities and attributes that are needed to serve as a Council member.

The Pharmacy Forum NI is running tailored events that are designed to assist those pharmacists who may wish to apply for Council membership or indeed other public appointments.  The event will initially be run on 16 April 2018 and repeated if required to assist in preparing participants in presenting skills and abilities effectively in order that they can apply for public appointments with confidence and bring an essential pharmacy perspective to high level decision-making and planning by this and other public bodies.

Clinical Advisers June 2017

Clinical Advisers

The Pharmaceutical Society NI is looking to appoint a minimum of eight experienced clinical advisers, with a range of expertise, to its Clinical Advisers List, to provide advice to its Fitness to Practise Committees on health related issues.

Clinical advisers will be appointed to the Clinical Advisers List for a term of four years and will be engaged on a case by case basis. Appointments may be renewed at the Pharmaceutical Society NI’s discretion.

Areas of expertise

We are particularly interested in receiving applications from clinicians who specialise in the following areas:

  • Alcohol dependence and misuse
  • Drug dependence and misuse
  • Psychiatry
  • Depression
  • Occupational Health
  • Generalist

Remuneration

Clinical advisers appointed will be engaged from the List on a case by case basis.

Clinical advisers will be paid on an hourly rate of £80 per hour. This includes reading and preparation time.  Expenses will be reimbursed as per the Pharmaceutical Society NI’s expenses policy.

The Pharmaceutical Society NI can make no guarantee with regards to the number of cases a clinical adviser will consider in any given period.

Appointment process

This will be a paper based exercise; assessors will only consider written information provided by the applicant. Appointments will be made on a basis of merit. Only those applicants who most closely meet the criteria outlined will be appointed to the panel. Note: preference will be given to candidates with previous experience of presenting to tribunals or similar bodies.

Specialist Pharmacist – Pre-registration Lead (Upper Level Band 7)

In order to better meet the changing needs of public protection by the regulation of pharmacy in Northern Ireland the Pharmaceutical Society NI are seeking to recruit the following specialist pharmacist to work as part of a small team;

Registered, or eligible to be registered as a pharmacist in Northern Ireland, with overall responsibility for the development and delivery of the pre-registration training programme, management of the accreditation of educational courses and supporting the fitness to practise, standards and disciplinary activity. This is an opportunity for an experienced pharmacist to personally contribute to the development of new entrants to the profession and work as part of a team that requires that standards are continuously met throughout their professional life. The position is a permanent role, full time and based in our offices in the university area of Belfast. It will require some out of hours working and occasional travel.
