Rebalancing Medicines Legislation and Professional Regulation Event

On Tuesday 21 August at 7pm, the Pharmaceutical Society NI is holding an information evening to explain the recently launched consultation on Rebalancing Medicine Legislation and Regulations.  In conjunction with the Departments of Health, Belfast and London, the Pharmaceutical Society NI are hosting this event to raise awareness and to encourage consideration of the Consultation on the draft Orders under section 60 of the Health Act 1999. These being the Pharmacy (Preparation and Dispensing Errors – Hospitals and Other Pharmacy Services) Order 2018 and the Pharmacy (Responsible Pharmacists, Superintendent Pharmacists etc.) Order 2018.

The draft Order entitled Pharmacy (Preparation and Dispensing Errors – Hospitals and Other Pharmacy Services) Order 2018, seeks to bring in defences for inadvertent preparation and dispensing errors by pharmacy professionals occurring in hospitals and other settings with appropriate governance arrangements, such as care homes and prisons. The aim of the legislation so to remove the threat of criminal sanctions for inadvertent preparation and dispensing errors, incentivising an increase in the reporting of errors which will afford greater learning opportunities – translating to increased patient safety.

The draft Order entitled Pharmacy (Responsible Pharmacists, Superintendent Pharmacists etc.) Order 2018, relates to the organisational governance arrangements for registered pharmacies, specifically in respect of Superintendent Pharmacists and Responsible Pharmacists. Seeking clarify and strengthen the organisational arrangements for registered pharmacies, specifically to define and clarify the core purpose of the Superintendent Pharmacist and Responsible Pharmacist in primary legislation with professional regulation defining how that purpose is fulfilled.

In addition, the draft Order proposes to align  Northern Ireland with Great Britain on a couple of technical matters relating to the powers of the Pharmaceutical Society NO to appoint a deputy registrar and to create a notification obligation on Superintendent Pharmacists.
